Save rotate format

As it is not possible to save normally the results for Spectrum Rotate and H/V Rotate, the user has to "force" Geopsy to save the data (how to do for Spectrum Rotate or for H/V Rotate).
The frequency sampling parameters are fixed in the dedicated section.
The file is made of 3 columns:
- column 1: the frequency in Hz.
- column 2: the angle from North (North 0°, South 180°, discretisation every 10° [clockwise]). So 19 curves (H/V Rotate or Spectrum Rotate) are saved.
- column 3: the spectral amplitude value or the H/V amplitude.
The first line of the file contains a soft descriptin of the data below (X, Y, val).
